certificates for mixer

Hi,

I am shipping a kitchen aid mixer to a friend in Russia and I have been told by the shipping agencies that the recipient in Russia would need a certificate in order to have the good delivered to them.
I want to know if this certificate is really necessary and will it guarantee the good can be delivered? I do not want to pay a hefty amount for shipping only to have the good rejected at customs and sent back to me.

If you send the mixer to your friend as an individual, not for further sale, you do not need any certificates. Certificates must be issued fo firms that are importers of goods for sale.
